PROJECT
DESCRIPTION
The main scope
of work involved were road improvements, water line, sewer
line, storm drainage, electrical upgrading and landscaping
works. The primary objective of the project is to improve
and upgrade the infrastructures and to incorporate
beautification on San Vitores Road in order to provide
attractive scenery to tourists including and local
residents.

Within a brief
time of existence since its incorporation on March 9, 1998,
Core Tech International proved its unlimited capability and
sincere commitment to the people of Guam by doing this
multi-million complex project in a tremendously short time
and in good quality that it has already become one of the
ten pre-dominant contractors of the year. Core Tech is
proud to tell the story of this landmark project because of
its winning team who had fought for the people through many
adversities that were involved in the project.
During the
initial phase of the construction, the various hotels,
restaurants, and business establishments in Tumon raised
their concern on the schedule of work. Even though the
Construction Management Team considered the project as a
two-year project originally, it was anticipated that the
shortened nine-month road construction still would cause too
great an impact in the operations of the various businesses
in Tumon.

In addition, the
tourism programs of the Guam Visitors Bureau (GVB) and the
Guam Hotel and Restaurant Association (GHRA) will be
adversely affected by the road construction due to the
inevitable heavy traffic congestion caused by the sectional
road closures and various traffic rerouting.
In close
coordination with GVB, GHRA, the Guam Department of Public
Works (DPW), and the Office of the Governor of Guam, the
“fast track” schedule on a five-month road construction was
conceptualized by Core Tech. It was agreed that the San
Vitores Road would be half closed for construction and that
the remaining half shall be the public access to motorists.
The southbound lanes were initially closed to allow
construction of the forcemain sewer, gravity sewer, storm
drainage, waterline and underground electrical. The scope
of work includes sub-base and base compaction and asphalt
base restoration and replacement. The northbound lanes were
open to vehicular traffic one way north bound for three and
a half months from January to mid-April, 1999.
From April 22 to
May 30, 1999, the northbound lanes of the road were closed
to allow the construction of the underground primary
electrical works including the sewer, water, storm drainage
and electrical laterals . During this time, the southbound
lanes were used as the public access for the motorists.
Traffic was likewise one-way in the northbound
direction.
This “fast
track” construction schedule allowed the completion of the
underground utilities work in just five months and the
complete public access to the San Vitores Road in time for
the major tourist events, namely the Japanese Festival and
the “Block Party”. The immediate road opening enabled all
the businesses to resume normal operations at a much earlier
time and thereby prevented possible great loss in revenue
and more inconvenience brought about by the project
construction.
Every staff and
management in the winning team of Core Tech, through the
fast track schedule period, worked in two (2) shifts from
7:00 a.m. to 11:00 p.m. from Monday through Sunday non
-stop. It required them to be fully committed and sacrifice
the important part of their lives for the general public.
It also required close coordination with the construction
management team, project inspectors and the material-testing
contractor to be able to successfully complete the Phase I
in time. |
