Purchasing Agent - Guam Housing (Ace)

Summary/General Description of Job:

The incumbent is responsible for the awarding, administering, and close out of purchase orders, subcontracts, and blanket purchase agreements used to purchase a wide range of supplies, materials, equipment, and services. It is the responsibility of the Purchasing Agent to ensure that the procurement process is in compliance with the acquisition policy and procedure manual.

Essential Duties & Job Functions:

  • Reviews purchase requests; discusses requirements with company department heads and vendors; examines price, suitability, and availability of items or services; compares specifications and reviews alternatives to ensure purchase requests are fulfilled.

  • Performs follow up procedures to ensure timely delivery of purchases and documents supplier or contractor performance.

  • Reviews orders for completeness, accuracy, and compliance with existing policies and procedures and resolves discrepancies with requester prior to solicitation.

  • Prepares and issues written and oral request for quotes for commodities and services from vendors and request for proposals.

  • Compares quotes with specifications and availability of items.

  • Prepares purchase orders through a computerized system and places orders for the purchase of goods and services.

  • Expedites deliveries and or slows down deliveries as required in order to maintain optimal inventory levels.

  • Organizes, updates, and retains product information files and purchase order records.

  • Reconciles purchase orders/ invoicing issues.

  • Participates in meetings and conference calls with internal and external personnel as required.

  • Understands and follows current procurement policies and procedures, ensuring all procurement actions are completed in accordance with the Acquisition Policy & Procurement Manual.

  • Evaluates and negotiates pricing and terms with suppliers and contractors; documents the negotiation process.

  • Conducts price analysis and coordinates the technical analysis with requester when required.

  • Prepares and maintains Purchase Order and Contract files through the close out process.

  • Maintains Approved Suppliers list and PO/Subcontract Logs.

  • Distributes purchase orders to the proper departments.

  • Provides customer assistance and training throughout the procurement process.

  • Performs other duties as assigned.

JOB REQUIREMENTS (Education, Experience & Professional Association):

Mandatory

  • High School Diploma or equivalent.

  • One year experience working in a procurement department.

  • Must possess strong customer relations and organizational skills.

  • Must have ability to deal with a variety of people in a professional and courteous manner in diversified situations.

  • Must have ability to produce work that is accurate, complete, cost effective and timely.

  • Computer proficiency including intermediate skills in Excel and Microsoft Word.

  • Must possess the ability to perform assigned work tasks without more than normal supervision.

  • Valid state Driver’s License with acceptable driving record pertinent to the position.

  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).

  • U.S. Citizenship.

Preferred

  • At least one (1) year of undergraduate level education in accounting, business, finance, law, contracts and contracting, purchasing economics, supply, management.

  • At least three (3) years of specialized purchasing experience.

  • Experience in using the Maximo procurement module.
