Housing Referral Assistant - Guam Housing (Ace)
Summary/General Description of Job:
The Housing Referral Assistant is responsible for providing assistance to all logistically supported military, Department of Defense (DOD) and non-DOD civilians and their families with all housing needs at the assigned base. Conducts briefings on housing policies and procedures; updates and maintains available housing lists; and replies to complaints and letters of inquiry.
Essential Duties & Job Functions:

Conducts personalized counseling to service members and their families regarding housing options, including government housing, Off-base rentals, and home purchases. This involves assessing individual housing needs and preferences, housing entitlements, and providing accurate information on Housing allowance and eligibility requirement set forth by DOD regulations and both federal and local housing policies.

Process and assist service member with their Advance applications, coordinating with sponsors, provide ongoing support and addressing any inquiries or requests in timely manner and ensuring suitable accommodations are available upon service member’s arrival.

Assist service members and their families with the application process for on-base housing, ensuring all required documentation is complete, accurate and documented in eMH sytem. Also assist in explaining policies, eligibility criteria, and waitlist procedures.

Compile and update resources such as housing guides, local area maps, and directories of local services and amenities. Ensure that service members and their families have access to current and comprehensive information to assist in their housing decisions.

Assist service member and their families with the application process for Off-base housing (OHA), ensuring all required documentation is complete, accurate and documented in eMH system. Also assist in explaining eligibility criteria and policies. Provide information and assist in their search for off-base rental utilizing the HOMES.MIL.

Assist service members with lease agreements ensuring compliance with applicable policy or guidance set forth by Gov’t Housing Authority.

Assist service member with Temporary Lodging Allowance if applicable. Providing accurate information concerning their eligibility requirements, entitlements set forth by the DOD regulations and policies. Ensuring that service member is thorough familiar with TLA requirements and limitations and must also ensure all required documentation is complete and accurate.

Maintain accurate records of available rental properties, including description of property features as size, location, number of bedrooms, bathrooms and rental amount using eMH system and HOMES.MIL.

Scheduling of Ready Completion Date (RCD) inspections and inputs Minor Repair Start and Stop dates.

Contact, coordinate, and network with but not limited to property owners, landlords and other who list rentals or sales.

Responds to inquiries from landlords about the referral process and provide them the information on how they can participate in the program or to list their rental properties in HOMES.MIL.

Schedules appointments for Housing inspections. Both on-base and off-base housing ensuring that all parties involve are aware and acknowledge the set appointment. For off-base inspection, share and provide property owner or manager the CNIC policy-Navy Housing Inspection Criteria for Community or off-base housing. Inspection finding must be noted utilizing the CNIC Policy- Housing Inspection Checklist and to explain all parties involve that unit must be complying to above mentioned policy. In addition, to ensure all necessary documents needed are complete and accurate.

Administer the RPP, which involves establishing and maintaining partnerships with local landlords and property managers to secure affordable rental options for military personnel. This includes negotiating rental agreements, inspecting properties for suitability, and ensuring compliance with program standards.

Act as an advocate for service members experiencing issues with landlords or property management, including but not limited disputes over leases, and maintenance concerns, provide mediation and advice to help resolve conflicts amicably and ensures all correspondence are documented in eMH system.

Responds to inquiries from landlords about the referral process and provide them the information on how they can participate in the program.

Conduct inspections community housing to ensure they meet health, safety, and quality standards. Address any deficiencies with property managers or owners for correction.

Conduct mass briefing such as INDOC or Smooth Move explaining various housing topics, such as in-processing and out-processing procedure.

Ensures that all necessary paperwork to process MFH Assignment, OHA and TLA has been completed correctly and reviewed thoroughly before submitting to Government Housing Authority for approval. In addition, Documents/files submitted for review and approval must completed in timely manner or within timeline set forth by PWS.

Conducts counseling, prepares and process civilian rental leases. Ensuring all necessary documentations are correct.

Maintains electronic and hard copy files or records of documents processed. Maintain daily records of office activities and any interactions in eMH system. Ensures all information inputted in eMH system is 100% accurate.

Ensures all reports related to both on-base and off-base housing, i.e., housing availability and projections, waitlist and any other reports or updates populated in eMH or hard copy requested by either FH Supervisor or Government Housing Authority are accurately documented and submitted in timely manner.

Provide information regarding community services, i.e. schools, churches, transportations, hotels, and local utility agencies.

Ensure that all housing operations are in compliance with military housing policies, federal and local housing laws, regulations and our PWS.

Ready to assist in providing emergency housing assistance during crises and manage special housing programs and initiatives as needed.

Performs other related duties as assigned.
Minimum Requirements:
-
High School Diploma or equivalent.
-
Knowledge of local real estate fundamentals and practices.

Minimum three (3) years' experience in real estate management, property management or military housing or related.

Must have knowledge of basic organization, functions, and performance objective of the Family Housing Program to include military entitlements, disbursements, and collections, including civilian rental program.

Basic computer skills in the use of Microsoft Word, Excel, and Power Point.

Possess and maintain a valid driver's license with a suitable driving record.

Ability to successfully pass any background checks and/or drug testing required on the contract.

U.S. Citizenship.
Preferred Qualifications:
-
Experience with military disbursements and collections, including civilian rental program and the electronic collection of monthly rents and deposits into Government accounts.

Knowledge of the Enterprise Military Housing (eMH) program.
-
Experience with military instructions and policies on pay allowances and entitlements.
-
Familiarity of military housing instructions, policies, and desk guides.
